Dangerous Goods Notification System
The new Dangerous Goods Notification System is an online service provided by the Port of Helsinki, and it can be used free of charge. The online service is databased and used with a browser. It is used for the monitoring of classified goods and as their notification system. The Dangerous Goods Notification System covers the life cycle of a cargo unit from its anticipated arrival at the port to its exit from the port. Only registered users can access the Dangerous Goods Notification System.

The online service benefits users by reducing the amount of data entered and speeds up the processing of notifications. The system extracts basic data from the automated database.

Advance notice
Council of State act, dangerous goods tranportation and temporary storage at the port area, according to § 5 the shipper or consignor has to give all necessary information of the dangerous goods, before the goods are transported to the port area. The advance notification has to be done in good time before arrival to the port area and if possible at least 24 hours prior to arrival. Advance notification shall be done to the port authority and the port operator.
Advance inquiry
When extremely hazardous materials or large amounts of hazardous materials are transported, an advance enquiry must be prepared in order to check whether the shipment can be transported via the port. In connection with such transports, the declarer should be prepared for possible limitations or special arrangements, such as direct onward transport.
The VA system automatically checks whether an advance enquiry is needed. If an advance enquiry is necessary, the system provides an immediate notification to the user preparing the advance declaration.
The Port of Helsinki implemented a new advance enquiry function in connection with the VA system renovation in November 2011. The entire advance processing takes place in the Va-VA system, and an approved advance enquiry will be automatically changed into an advance declaration. The decision concerning the process will be sent to the declarer via e-mail.
