Security and permits
Port security consists of all the measures that aim at ensuring the security of passengers, cargo and those people working in ports. The measures taken can effectively counter both terrorism and ordinary crime. It is obvious that security-enhancing measures partially hamper the smooth movement of people and cargo in ports. Therefore, seamless co-operation of all parties can substantially reduce friction caused by security measures.
Security requirements for ports appear in both EU and national regulations. These port security regulations stipulate that all movement that takes place in controlled security areas must be controlled in a manner that corresponds to the estimated security risk. In practice, the permit procedure as well as the guarding and control of security areas are the only effective means of preventing the movement of unauthorized persons in controlled areas.
