Terms for Service Providers

The Port of Helsinki Ltd grants rights to provide services in the port area governed by the Port of Helsinki Ltd under EU degree 2017/352 of the European Parliament and Council, and requires the following from the service providers and their subcontractors, who apply to provide the following services in the area of the Port of Helsinki Ltd:

1. Refuelling sevices

2. Towing services

3. Mooring/unmooring services

4. Waste reception services

Waste reception services will be put out to tender for fixed periods of time through a public tendering process via the HILMA service. The minimum requirements will be published in connection to the call for tenders. Some liner traffic vessels have been granted an exemption from the mandatory delivery of waste based on a separate decision by the authorities.

Current agreements:
- concerning the collection and transport of solid waste generated on board vessels
- concerning the collection and transport of waste collected with a tanker generated on board vessels
will end on 30 September 2021.


The Port of Helsinki Ltd will receive notifications from service providers starting from 24 March 2019. Registrations must be delivered to Cargo Traffic Director Jukka Kallio (email: firstname.lastname(at)portofhelsinki.fi) or in person by visiting the Port of Helsinki Ltd at Olympiaranta 3, Helsinki. Documents that demonstrate the fulfilment of the minimum requirements must be attached to the notification.

The Port of Helsinki Ltd will make the decision concerning the right to provide services within a reasonable amount of time (a maximum of four months) of the notification being delivered. The registered party will be notified of the decision, and they can appeal it in accordance with the regulations set out in national legislation.

The Port of Helsinki Ltd will inspect whether the service provider’s operations fulfil the minimum requirements and the Port of Helsinki Ltd has a unilateral right to withdraw the right to provide services if the provider does not fulfil the minimum requirements despite a notice being submitted.
