Port Security
The Port of Helsinki’s operations in the harbour area are steered by international and national level the ISPS code that requires all those moving around in the harbour area, with the exception of the open harbour area and public spaces, to have a permit and be monitored. In addition to ISPS code we operate according to certified quality, environmental and occupational safety systems.

Safety measures and constant risk analyses are employed to ensure the safety of passengers, freight and those working in the harbours, as well as the smooth running of operations in the harbour areas.
The ISPS code improves the safety of maritime traffic and harbours
In harbours within the European Union the International Maritime Organization’s (IMO) International Ship and Port Facility Security (ISPS) Code must be adhered to. On the basis of the code, security areas have been established in the harbours and access to and movement within these areas is permitted only with an access permit.

Declaration of Security (DOS)
A ship can request a Declaration of Security. The DOS shall be completed and signed by:
- the master or the ship security officer (SSO) on behalf of the ship
- the port facility security officer (PFSO)
