The Port of Helsinki and Terramare Oy have signed an agreement to refurbish the LJ6 quay at the West Harbour. The contract, worth approximately €23.9 million, forms part of the extensive redevelopment of the West Harbour, which aims to concentrate ferry traffic to Tallinn in Jätkäsaari.

Construction work will begin in July 2026 and be completed in 2028. The project will be carried out amidst the daily operations of Finland’s busiest passenger port.

The LJ6 quay contract includes the demolition of the existing quay, dredging work, the manufacture and installation of new quay sections, and the procurement and installation of quay equipment.

“This is a project that is exceptionally demanding from both a technical and logistical point of view. The port is operating as normal at all times, and there is a steady flow of passenger and freight traffic right next to the construction site,” says Ari Parviainen, Project Director for the West Harbour renovations at the Port of Helsinki.

Terramare, the company selected to carry out the project, has extensive experience of demanding engineering projects. The company has decades of experience in port, bridge and coastal construction throughout Finland.

“For Terramare, this project is a testament to our specialist expertise in complex marine and infrastructure structures. We are proud to be involved in shaping the future of the Port of Helsinki,” says Hannu Tomperi, Managing Director of Terramare.

Work to begin in late summer – Tallink’s Victoria to be moved out of the way

Preparation work will begin in July 2026. The main works in the quay area will begin in August, once Tallink’s M/S Victoria I passenger-car ferry has moved to the adjacent LJ8 quay.

The construction work will also involve a significant amount of piling, which will cause occasional noise disturbance to the surrounding area during the busiest phases of the project. Efforts will be made to minimise noise impacts through measures such as on-site arrangements and scheduling.

A key part of the major redevelopment of the West Harbour

The West Harbour redevelopment comprises three major components: the expansion of the port area and new quays, a passenger terminal, and a harbour tunnel that will divert heavy traffic underground, away from the road network in Jätkäsaari.

The aim of the redevelopment is to concentrate ferry traffic to Tallinn in Jätkäsaari and to build a modern, efficient and more functional port that forms a central part of Helsinki.
